Neil is an attorney and shareholder at Bryant, Lovlien & Jarvis, a Bend law firm providing legal representation for individuals, businesses and public sector clients throughout Central and Eastern Oregon. Neil’s practice areas include business law, estate planning, tax law, labor/management, water law and real estate law. Neil represents many small and medium size businesses on a wide variety of issues ranging from employee matters to successor planning. He regularly advises clients on real estate matters including purchasing and developing, leases, landlord-tenant issues and water rights. Neil also represents the Bend Park & Recreation District, which has received national recognition for its parks and programs.
Neil served as an Oregon State Senator from 1993 to 2001. He received the Outstanding Freshman Legislator award in 1995 and the Outstanding Legislator Award from the National Republican Legislators Association in 1998. While on the Senate, Neil chaired the Senate Judiciary Committee from 1995 to 2001. Neil served as the Government Affairs Director for the Oregon University System and the Chancellor’s Office from 2004 to 2009. In May 2012, Neil was appointed to the Higher Education Coordinating Commission by Governor Kitzhaber. The Commission coordinates higher education policy with the Oregon University System and community colleges in Oregon.
Neil is currently the chair of the Cultural Advocacy Coalition of Oregon (CAC). The CAC serves as the political voice in Salem on behalf of Oregon’s arts, heritage and humanities. Through lobbying, the CAC works to increase Oregon’s public investments in the many non-profit arts and education programs throughout Oregon.
